Sadly enough importing any cold water species into NZ is nearly impossible, particularly Axolotls as they're endangered. Golden Albinos were most likely smuggled in as eggs and as you know we have a few breeders working on getting the white albinos going here.
As Kapo has pointed out, MAF is the organization you deal with when importing. VERY strict guidelines on what is and isn't allowed, and a proper importation/quarantine facility is expensive to build or even rent, as well as large fees for an import license and quarantine inspections.
In the end you'd be better off purchasing a white albino for whatever price you can get it for than trying to source one internationally.
