I assume you mean an aquatic setup? Algae will eventually cover the bottom anywhere that gets some light. I've never seen any moss that would grow directly on the glass floor under water.

I've done some experiments with glued-down substrates consisting of dark silicone caulk with gravel or coco-fiber stuck to it. This works well I think.
