Cork as a substrate

is it possible to use those cork pannels for backgrounds as a water substrate as i have read they are ok to fully submerse

i don't see much of a problem other then the glue used to hold the cork together. It may just break up and release glue into the water and look horrid.

I have really taken a likeing to properly prepared driftwood, plants and a nice photo like background (that goes behind the glass of course) with pictures of plants, like this

It looks quite nice with a good light and a light colored substrate I think.

They work fine and are used in planted aquariums alot. I believe the standard is to silicone them to the back. However, I've read that once you do this in an aquarium don't let the aquarium dry up or the panels will shrink. Sounds crazy, but corkbark is a pretty spongy wood so I think it is possible.
