Hello all. I just got done with my first <big> newt tank last night. I have sand in the bottom as the substrate, and I had to keep making water changes to get the dust out. Well I thought I got all of it, but I realized that when I put my light in (after I set everything else up) that it's still cloudy.

How can I get it to not be?

Use a filter, or just wait for it to settle. It will eventually.
 
Eventually as in how long? It didn't seem to change since last night, about 12 hours ago.
 
Within a few days, usually. For future reference, it's best to clean the substrate before putting in the tank.

You may also want to siphon the substrate frequently to remove the dust that's on top of it. This will prevent future clouding issues during water changes and such.
 
If there aren't any animals in it yet, I think your best bet is to take the sand out and start over. I know this is miserable, but I think you'll never completely get rid of the dust unless you do it right from the start. The sand needs to be put into a big bucket/tub and rinsed like crazy (with a lot of vigorous stirring by hand) many times. Eventually, the dust will be gone sufficiently to put it in the aquarium.

Was this a bag of "play sand" that you used? Do you have one of those siphons with the gravel-washing attachment? (If you have one, you could try doing the dust removal with that, but I still think the tear-down is going to be the most thorough solution.)
