No don't pour the water into the tank that you bring your axies home in especially if it comes from a petshop/aquarium (err on the side of caution in case their water contaminates your tank); scoop the axies out and place in the tank.
I've used my hands, occasionally a net. I actually found it easier, depending on what the axie is in to empty the water. So if it's in a bag, pour into a container, drain of the water (cover with hand or lid so axie doesn't slide out) and slide the axie into the tankwater.
Just don't wear gloves if you pick axolotls up by hand. It damages their slime coating. In fact, it's better if you use a moist / wet hand for handling axolotls.

I wear latex gloves sometimes when I handle my axolotls because I have so many animals in one room and I work with them a lot. There isn't time to wash my hands between species, so I just change gloves.
Also, I wouldn't advise using a net for handling axolotls. I've seen axolotls get skin irritation from being handled with nets. If you need to remove them from their tank ever, just submerge a container and scoop them up, or they can easily be coaxed into a fish bag held under water.
