Default Tiger salamanders illegal in colorado?

I was searching the laws of Colorado pets, the law for amphibians was... Only subtropical and non-natives, and since tigers live in Colorado, wouldn't that mean they are illegal? Why are they 99% of the pet trade in caudates here? Why do the pet shops not get in trouble?

On page 2, it tells you what local species are able to be taken without a permit. On page 3, it states what amphibians are forbidden to be kept as pets, and that all other animals, native or exotic, require permits/licensing.

So it seems to possess tiger salamanders in Colorado, you need a license. I don't know specifically which license, but in most states it's usually just a fishing license. If I were you, I'd contact:

No license is required from the wildlife department for possession. Tiger salamanders are unregulated in Colorado if they are produced by a licensed Colorado producer or they come from a legal source out of state. Unregulated animals require no permits from the wildlife service. If you have proof of purchase, your butt is pretty much covered. You may not collect tigers from the wild in CO without a suitable permit.

Since they use an old taxonomy, you should treat "Ambystoma tigrinum" as including all tiger salamander species north of Mexico, except for California's three endemic species.

There does not appear to be any other relevant permit. Wildlife as pets is considered "Special Licensing", and no other permits apply to herps.

Update: Ambystoma spp. is prohibited. Tiger salamander acquired from lawful out-of-state source or instate commercial producer is included on the unregulated wildlife list. If you plan to take them from the wild you must have a fishing license and there are possession limits. Colorado Parks & Wildlife - Special Wildlife Licenses
