The shells will help amend soft water on a long-term basis, but not on a short term basis. They need time to dissolve (very slow process). The water needs to sit with the shells for at least some days (maybe weeks?) before it has any benefit. For future batches of larvae, you could try an electrolyte solution, such as Holtfreters or Ringers solution, which is something that professional axolotl colonies use.
