Dojo loach poo white liquidy stuff, is it sick?

I had bought two dojo’s a couple weeks ago, the one seems fine but the other seems lethargic. I couldn’t find it yesterday but when I did I had to put my hand I tank to make him move. He swam to the bottom then after a min he released this white milky stuff. A little had a thicker consistency. Then he swam off and hid again. What could I be dealing with? Everyone else seems fine. In the pic you can see the thicker stuff.

Pretty sure it's so spermetophores or however you spell it. I might be wrong though.
