Question: A fan filter for axolotls?

I'm looking at upgrading my 50L tank to a 200L one, as my axolotls are growing!..
The tank that I'm thinking of buying from eBay comes with an Aquael Fan Filter 3. I wanted to see what people thought on here first before making a purchase as I don't think I've heard of fan filters being used for axolotls.

According to Aquael's website, this has a 'maximum efficiency' of 700 but I don't really know what this means. Is this the flow rate? Does this filter have the capacity to keep the water clean for two axolotls?
Equally, I'm not sure if a fan filter is suitable for axolotls. Would I have to buy a different filter? Any help or thoughts on this would be appreciated!

    with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
