Out of curiosity, what is considered too cold to ship an axolotl? Above freezing, but is there a point before freezing that you won't ship? The axolotl will be double bagged, with mylar and styrofoam insulation along with newspapers. The coldest it would be is 37 degrees in the state it's leaving, it wouldn't be around the cooler temperatures for long, it'll warm up as it gets to it's new home.
