Taricha granulosa problem

I picked up 2 taricha granulosas 3 weeks ago. I already had 2 in a 20 gallon long tank that I hoped to combine them with. I kept the new ones in a quarantine tank. Both were skinny, but had no other visible problems.
One newt began eating right away, and within a few days, I had him eating all of the same foods as my other newts.
The other one has been difficult since day one, and has only eaten a couple of earthworm bits that were wriggling in the water, and 2 waxworms, all on different occassions. Every day I try to feed him, but most days are not successful. He is easily scared and always seems nervous. The times I got him to eat, I had to walk out of the room and watch at the door. Most times, however, he ignores the food, even worms. I feel like if I can't be successful with worms then nothing else will work. I have also tried some nonlive foods, such as freeze dried bloodworms, but no chance there. I also have left baby crickets in there, but only once witnessed him lunge at one, and he missed.
Anyhow, the one thing that he does a lot is go up for air. I only have a couple of inches of water in the quarantine tank, and he spends a lot of time out on a rock anyway, but when he is under water, he has to pop up for air a lot more than I am used to with newts. He often makes a "popping" sound with his mouth, even when he is totally out of water. This leads me to believe he may have some kind of disease, maybe one that makes it difficult for him to eat.
Does anyone know what this could be, or any advice for me??
By the way, the other newt has passed his quarantine, and has been living with the other newts for a couple days and is doing well there.

    with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
