Ozone is used in water to oxidize toxic substances and microorganisms; to purify the water in other words. It's basically used as a safe alternative to chlorine.

It is also used to eliminate any organic materials to prevent off taste. As to safety, ozone is not something you want to expose aquatic animals (and you want to limit exposure to it in terrestrial animals) to as it is highly reactive and toxic. If you pour the water through some activated carbon you can eliminate any excess ozone that may still be in the container.
