I have tried many different temps for the water but it still does not want to get in the water, I believe since it is so small ( i should have a pic in my gallery) it is a juvenile. Is there a way to get them to like the water more?

There are some answers to this in the CC FAQ (link in my sig line). If it really is a juv, you may be stuck with raising it on land for a while.

Thanks. I just worry that he will dry up of some thing, will that happen?

If his skin is wet-adapted (wet and shiny), then he could dry up if he sits on a rock too long. If his skin is dry-adapted (dry and granular), then he will not, as long as he has access to water and/or damp substrate. Without seeing your setup and the newt, it's hard to say if he could get too dry or not.

with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
