So my juvenile newt, still considerably smaller than my adult newt in a separate tank, has recently taken to the water. It has been resting in and around vegetation in the water and is always fully submerged except for it's head. This is what is throwing me off. I normally feed it pin head crickets and earthworm pieces but now thats it's in the water I think I should try some bloodworms. But then again it never puts it's head underwater to go get them. Any advice?

with Cynops, it takes about 2-4 years till they are matured, and reach adult length. You'll have to wait for it to get full aquatic. Try to feed little (or chopped) earthworms by tweezers. By eating it, they sometimes get really wild, and will submerge for a while.
It's just amatter of time, they will get aquatic

I suspect your newt is not a juvenile, but a small adult that was in terrestrial phase and is going back to water.
Feeding with tweezers and enticing it to look for the food underwater is the way to go.

Hello srfr72,
in nature sometimes what seems strange is your logic! Sometimes we have to go by trial and error! The idea of the tweezers is fine, and is trying to insist, you'll see more sooner or later he takes another behavior, because the feel hungry!

with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
