Cynops orientalis shedding but no going in water?

Well, as some of you might know my CFBN has now become aquatic, but ever since he started shedding he has not gone in the water :/

The skin is still dangling from his body, making ''itching'' noises and completely refusing the water.

All the signs of being aquatic are there, his skin is much smoother, he walks at the bottom of the tank, runs MUCH faster, I don't get it. His water is as perfect as it's ever going to be. Just replaced the water that has been dechlorinated for 48 hours. Temperatures range from 15-20 C.. Please help
