Is this normal? it keep swimming to the top and gulping down air also the tank has gone slightly cloudy anyone have any advice?

Why would the water go cloudy when he gulps air? Axolotls do gulp air from the surface mine does alot but he does it so he can float about it could be normal or it could be due to water quality issues. Either way I find it strange that your water is going cloudy from gulping air? have i understood your question?

If i were you i would test the water and if anything is out conduct a full water change

If the water is cloudy you'll need to do a water change.
You need to get the water tested at a store...or use a test kit if you have one as posting the water parameters would be necessary.
Pictures would help as well so we could see your set up.

with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
