My axolotl is not doing so well

My axolotl is black and has developed brown spots, is keeping her head down to the ground whereas she usually has it up and looking around, she isn't eating except when she swims to the surface and even then it is only a second before she goes back down to the bottom. Also she usually bolts to the other side of the tank if you touch her but she is letting me hold her.
Her female tankmate is very healthy so I can't work out what could be wrong with just one of them.
Please let me know if you have any idea what could be wrong with her and anyway to help.

What is the temp/water parameters/substrate/diet/size of the tank/how frequent are your water changes?

And could you provide a pic of the setup?

    with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
