there are lots of ways to cool a axie tank.
if your tank has a hood or lids, remove them, and direct a fan to blow air across the water's surface. this causes the water to slowly evaporate and that takes the heat with it, you can easily achieve a drop of a few degrees this way.
you can also try adding a airstone connected to a airpump, this circulates the water from the bottom to the top, also aiding in heat exchange. internal power filters generate heat too, so try switching to a canister filter is budget allows, or even better, a air powered sponge filter.
if you use lamps, try not using them, they also generate heat, even the fluroecent tubes do dispite what the box says.
the ice block method does work, but not very well, you'll need alot of them and ones that are pretty big to get a decent drop, and even then you'll note that its only a temporary one, and this fluctuation of temperatures can harm your animal.
may I ask, how big is your tank? a larger body of water will have a more stable temperature. you can also try moving it, if your house has a basement, move the tank there, or place it against a internal wall.
if your budget allows, consider a aquarium chiller.
