Did you add him to an uncycled tank, or were you adding him to an established/cycled tank? The nitrate level isn't a problem (and honestly, makes me guess the tank was at least partially cycled), but the ammonia and nitrite sound like they may be getting dangerously high soon. Right now they're bad long term, but shouldn't do too much damage.
Prime should help, but large daily (or twice daily) water changes are your best chance to keep him safe if you're going through a cycle. Myself, I would keep an eye on conditions and do 50% changes as necessary and use a bit higher levels of Prime to detoxify on your water changes (but not the max dose mentioned on the label) because I've had pretty good luck with it. I'm very hesitant to use too much with mine, because amphibians tend to be very sensitive to chemicals...but mine has had no problems to moderate dosages.
Regarding stability...I don't think it really sticks around in the tank very long, and it would probably be bad if it did so. I think it probably breaks down/reacts fairly quickly.
