My male Axie is swimming (all the time) with his tail and but elevated. His head and front arms will be on the ground, and his back side is almost out of the water! Is this normal?

Yes it is normal. Axolotls typically do this when they have to poop.

I wouldn't say it's 'normal', but it's not uncommon.

What is the temperature of your tank? What kind of food are you feeding?
