Axolotl buoyancy issue

Help needed. Hi all thank you for having me. I am new to amphibians and have recently bought my first axolotl. He lives in a 120 litre tank with sand and a chiller to keep the water nice for him. The little guy has been fine for the first 3 weeks and then started to tip onto his back. He has now been tubbed with a low water level (it only covers him) and doesn't tip over, however I've tried to slowly raise the level and he tips again :( I really don't know what is causing this?
