Illness/Sickness: Still health problems. Getting no help anywhere

Called different vets so many times now, and they pretty much always refuse giving any advice over the phone. I have no one close to where I live.

The main problem now seems to be her eyes (japanese fire belly). One seems slightly white inside, and she has both eyes closed the majority of the time. I suspect an infection but don't know what to do about it. Fish antibiotics can't be bought in regular stores here. I could go to a vet that knows nothing about newts, but that worries me too.
She's also on land pretty much constantly. I looked up water tests to check ammonia but they are expensive and my economy is not great. What should I prioritize? Any advice?

Update. Moved her whole aquarium into the cellar, and she's a lot more in the water now, and more active. 16 degrees (celsius). Her eye and some other stuff still looks the same obviously, but hopefully this will make it easier for her.

    with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
