Why is this axolotl so stressed out?

Hello all, I recently got back into the hobby after a couple years and I've had my trio for about a month now. The white albino has the dreaded curled gills and I'm at a loss as to why. Never had this issue in my past experience. The other 2 haven't displayed any stress signs. They are all fed earthworms daily, the stressed albino has no issue with feeding.
Setup is bare bottom, some floating plants. Filter is installed but I do not use it. Temp is steady at 71 F. 35-40% treated tap water changes every 2-3 days.
Anyone have any idea what this could be?
First pics are the stressed axolotl and the last 2 are tankmates which seem completely fine.

What are your ammonia , nitrite and nitrate levels?
 
From what I understand, 71 F is about five degrees too warm. I try to stay right around 65, and if it ever happens to go above 70, I noticed a big change in behavior/appearance.

    with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

    Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

    Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
