Have you been trying different foods? Smaller foods maybe? Like bloodworms or blackworms?

I would definatly try live blood worm or maybe small earth worms, if you are brave maybe even a couple of warm maggots.
I stipulate warm as they are more active when warm.

Judging by the picture, he looks like he has plenty of energy stored up, you can tell very easily when an axie hasn't been eating enough. I agree with the above theory about the curved tail. I would hold off feeding him bloodworms for a while longer. I would offer him a piece of live earthworm. Sometimes axies reject bloodworms. I would also avoid the shrimp for a while too. Some water soaked carnivorous cichlid pellets are another alternative food you could try.
