Axolotl acting like a dog?

I changed my water tonight and almost as soon as I did one of the Jacks started "scratching" at herself behind the gills. I switched them around to each other's tanks, and then the male started doing the same thing. They are both acting fidgity, and like something is bothering them, but I can't see any other symptoms. The tap water at my home is very hard, so I've been cutting it with RO from the LFS.

I tested the water using the API Master Test Kit and my results were identical for both tanks:
PH 7.6
hPH 7.4
ammonia 0.25
nitrite 0
nitrate 20

I took them out of the tanks and put them in a bowl with filtered water from the fridge (we were in the process of filling the Brita filter, so the water was room temperature) the filtered water was cut with tap water in the bowl to give them some hardness. I will keep an eye on them tonight, but any thoughts are appreciated. I'm not really sure what my next step should be.

I have been keeping axolotls for over 5 years. This is literally the first time I've ever forgotten that.

I have added 10 drops of Prime to the bowls they are in right now. I'll figure out what's going on with my tanks after work.

Literally, the same thing happened with Bop earlier tonight.

She's normally pretty chill, but went nuts after a water change. I normally never used any treatment in the past and she had always been fine with it.

So I redid Bops water change and added in some conditioner and she went right back to being herself again and hasn't spazzed out since.

My theory is some kind of cross contamination from cleaning my betta tank the night before, probably got into her tank and irritated her. It's NEVER happened before with her, and I've had her for almost 2 years.

Regardless, she seems fine now, after the immediate 2nd change and conditioner.
