i'm really new to this. i got a couple of paddletails and i have the water at 20c. (68 f?) is this right, or is it too high. in the store the temp was way up.

thats good, although the colder the better, just as long as the water dosnt freeze(and dont let it get into the 70s F)

Indeed, the colder the better, especially as these guys are from reasonably fast flowing streams. You may be interested in reading this caresheet specifically for Paddle-tail newts or these articles on general newt care. Paddle-tail newts, Pachytriton labiatus, tend to be extremely territorial so make sure you provide plenty of hiding spaces and be prepared to separate your animals if they become aggressive towards each other.

with axolotls would I basically have to keep buying and buying new axolotls to prevent inbred breeding which costs a lot of money??

Not necessarily but if you’re wanting to continue to grow your breeding capacity then yes. Breeding axolotls isn’t a cheap hobby nor is it a get rich quick scheme. It costs a lot of money and time and deditcation

Would Chinese fire belly newts be more or less inclined towards an aquatic eft set up versus Japanese . I'm raising them and have abandoned the terrarium at about 5 months old and switched to the aquatic setups you describe. I'm wondering if I could do this as soon as they morph?
