Heat stress tends to start AFTER room temperature (21C) so you should be good. I heard the big extreme is 24C before axolotls start stressing.

What temperature does the water in the axolotl tank get to? Check it when the room gets to 20 degrees. If it is over 19 degrees you may want to look into moving either tank to another room or getting a fan for the axie tank. Regular exposure to warmer tank water can affect axies pretty quickly so it's best to get on top of it sooner. Watch for signs of fungus as they are more likely to get it in warmer water.
