So I am planning on getting an axolotl soon, What water level should I have for a 10 - 15 gallon tank?

Any level should be fine. You should leave a few inches from the top so they are not tempted to climb out. I have never an axie climb out but it is possible. If you left 3 or 4 inches, It should be fine.

For a 10-15 gal, I would fill it up and make sure your tank has a lid. The reason you should fill it is that Axolotls are VERY messy critters and you are working with the absolute minimum size than they can be in, so greater water volume will make it more managable by diluting the ammonia\nitrite distribution.
