This is a very well written paper by David Donaire Barroso and Serge Bogaerts, that can be downloaded for a small fee from www.podarcis.nl.

How "new" is new? Is this the one with the extra vertebra?

It is new in the way that it was not described nor published before. New also means that holotypes and paratypes have been put in musea, that morfological, genetical and ecological characteristics have been put down in it.
So far no subspecies were recognized in S. algira.
About vertebrae; we have had only a few speciemen x-rayed, and this gave no significant differences. By the way...for S. infraimmaculata in Isreal data were published that rib bearing vertebrae could differ within populations...
