If an axolotl developes a cloudy eyes and/or a film over the eyes, what could that signify.

Also, can axolol get cataracs?

Cataracs have been reported in old axolotls and there have been reports of corneal lipidosis in axolotls fed diets high in fats.

I would also suspect poor water quality, and infections as probable causes.
