Cooling Aquarium

I'm a relatively new axolotl owner living in Arizona. I'm having a lot of difficulty trying to keep my 38 gallon tank colder than 70°F. I use ice packs and frozen water bottles and that can cool my tank down by like 2 or 3 degrees but at night it goes right back up. I don't know what to do.

You can either use a fan or a chiller. Fans are the cheaper option and good if you only need to drop it a few degrees. However, since your tank is fairly large and I believe Arizona gets pretty hot especially in summer I'd recommend a chiller. I use one now and wouldn't go back to a fan!
