Cycling - when to add the axolotl?

My tank has been cycling from somewhere between a month - month & a half.
My axolotl is in a spare tub with daily water changes, so don't worry!
The parameters of the tank are
Ammonia - around 3.0 ppm
Nitrites - 0 ppm
Nitrates - 20ppm

Obviously the ammonia is too high to put the axie back in, but how do I know when it is ready? How often & how much water should I be changing while the tank is cycling? (20 gal for a 6in axie)

Ammonia and nitrite should both be zero within 24 hours of adding ammonia to the tank. Once that happens, your tank has cycled.

If you are doing a fishless cycle, then I don't believe you need to do water changes at all.

Even fishless cycling can take months. I'm currently on week 3 of a new tank, ammonia is now 0, but nitrites are high so not quiet finished.
