Pennsylvania Fish and Boat commission is in charge of enforcing native reptile and amphibian regulations.
You must have a fishing license to take any salamanders or salamander eggs from the wild in Pa. The daily limit and possession limit for amphibian eggs and tadpoles is 15. The daily limit and possession limit for non protected salamanders is 1 of each species.
PA Native Amphibian and Reptile Species

If the salamander is listed to the subspecies level it is legal to buy and sell other subspecies of that salamander if legally obtained. e.g. Notopthalmus viridescens viridescens is native to Pa. It is legal to keep, breed, and sell N. v. paropicola because they are a non Pa. native subspecies. It is not legal to keep more than 1 N. v. viridescens in Pa. because they are a listed Pa. native subspecies.
Tiger salamanders are extirpated from Pa. and no longer listed as native amphibians. It is legal to keep, breed, and sell tiger salamanders in Pa. if legally obtained.

Their is an obvious question when you compare the collected amphibian egg and tadpole limit to the possession limit for salamanders. If you hatch those eggs, raise the larvae, and let the salamanders metamorphose or reach adulthood you will be in violation of the regulations.
