Question: 10 Gal tank Reccomendations

I have a standard us 10 Gallon tank that I plan on housing one juvenile axolotl in. I plan on moving it to a 20gal long later when it grows larger. At what size should the Axolotl be when I should upgrade the tank? 7-9 Inches?

I have 4, 4 year old in a 30 gallon long. they have perfect gills, eat to much and are just happy where they are at. they also way tons of eggs. They are about 9 inch long. i have a huge piece of drift wood and also live plants.
