Activated carbon bags in tank useful?

Hi guys

i have another new question.
i am currently having 3 1.5ft tanks and they are all using very small internal filters with limtied media capactiy. i replaced the carbon bag with seachem matrix as i know biological media is very important to filtration. now i have no space to put any carbon bag.

1) can i just drop the bag of carbon into the tank itself? will it work to filter all those harmful toxic and chemicals in the water same as it is in the filter?

2) i was thinking those carbon bags can also provide some sort of hiding space for newts? good or bad idea?
