Is it okay to house a crocodile newt in an all water enclosure with floating plants and plants that are at the surface of the water so he can rest there?
 
That highly depends on which kind of crocodile newt we are talking about. The only one I can think of fitting that bill would be certain kinds of tylototriton verrucosus.
It would most likely kill off any other tylototriton to house them like that when they're not in the mating season.
 
I agree, it's impossible to say without knowing the exact species, and also the age of the animal. Was the newt from a pet shop or from a breeder?
 
I don't think so. Even for some of the ones that are very aquatic it is best to offer land like floating cork bark, turtle ramp, etc.
Some crocodile newts (especially T. shanjing) will just drown in deep water.
