Axie with swollen lips, regurging worms

I'm trying to assist a friend with her newly adopted Axies. Adults, 5-6 years old and were badly neglected before she took them on. No water changes, that kind of thing.

She's had them a week or two. Their tank is not fully cycled yet, as the one they came in broke the day she got it. She's keeping on top of the water changes and testing, so far, ammonia zero, nitrite not higher than .25, I forget the nitrates but they're low

The albino axie is eating and seems well. The other is a worry. It has eaten very little, 3 worms in a week, two of which it threw up again, which she found today she came home. And it has a very swollen look to the lower lip.

She's a total novice at this and it's been a long time since I had any salamanders of my own so I'm unsure what's up with this guy. It's a mid brown colour and aside from the lip swelling, I can't see anything alarming in the pic she sent. I include the image here.

Any suggestions on what may be behind the lip, the sluggish appetite or regurging of worms?

I'm glad they're with someone who is finally taking care of them. The tank is almost cycled which is great! Is she tubbing them or are they in the cycling tank? If they're in the tank see if she can tub them with 100% daily water changes. This will let the tank cycle super fast and they can start to heal.
When they get moved to a new environment some axolotls take some time to adjust so might not eat well. My new copper took a week to even eat, then he would only eat frozen cubes for a few weeks until he finally ate a live worm a couple of days ago. Does she know what they were eating before?
I've seen the swollen lip before but don't really remember anything about it. Might be ammonia burns from the previous owner, or they are healing from a wound. If it gets fluff on it it may be fungus and salt baths would be helpful, but just see how it changes.
What temperature is the water? Cool (and clean) water will do wonders for healing.
