Axolotl fungus on gills appears and disappears

Hello,

I am a new axolotl owner. My tank is fully cycled and our Bubbles has been living in it since May. Recently, I noticed a small piece of white fluff on the underside of each gill (not sure what the proper name is for their fluffs). It seems like it appears and then disappears. I tubbed Bubbles yesterday and added a mug of primed tea with a bubbler, since Big Al's is no longer allowed to sell 'medication'. I've tried researching this, but not sure what I should do.

Ammonia and Nitrites are 0, Nitrate is between 0 and 20, PH is 7-7.5, GH 180, KH 80. I clean my tank every 7 - 10 days. Temp is around 19-20C. I purchased a fan recently and have gotten it down to 18C. It only eats Hikari sinking pellets. I have tried Canadian Nightcrawlers (cut the up very small and it spits them out).

Any reason why it would get fungus and why it appears and disappears? I used a magnifying glass to take a look and it seems like white cotton like substance. Here is a photo of Bubbles (I couldn't get one of the fungus).

Any one else experience this and tips on what I should do?
