Axolotl Gills turning white and not using one of his arms

Hi! I got an adult wild type axolotl a month ago and noticed the tips of his gills were turning white. I don't think its the fungus because I've done salt baths and tried rolling with a q-tip and nothing came off. Its on a few gills and does not have a fluffy appearance. What could this be if not a fungus? I've also read about inactivity changing colors of gills, but this has never gone away and came back. Also, he hasn't used his front left arm since I've had him. He always just holds it down to his side when he swims, and when he's walking he will have it down but still wont use it much. It seems shorter than the right arm, and two of his fingers overlap and one sticks out the wrong way.

First, if the gills are just white with nothing on them, I'm familiar with that. My axolotl has one gill stalk that is shorter than all the others, always has been. It has poor circulation. I mistook it for fungus but it's just in the one gill stalk. Could be that he's just tired and taking it easy.

I do not know what's up with his arm. When you got him, his arm was like that? If that's true, he may just have a lame arm and it might never change. If it isn't bothering him, I wouldn't worry but I would watch it, just in case he would injure it. If he isn't moving it, or using it, and it gets injured, could lead to a problem.

How is he though, overall? Still bright, alert, and responsive? If you go near, does he follow you, if you feed him, does he react quickly?
