Question: Axolotl having trouble staying grounded

My wild axolotl likes to stay at the top of the tank in the corner near the filter i think he likes the vibration but i'm not sure, he pretty much only goes down to eat really and has trouble keeping his back legs down to the point where he gives up entirely and just floats back to the top. i've tried to force him down but he always swims back up so i'm pretty sure this is a mix of him wanting to float and being unable not to. is this something that needs my attention, and if so what should i do?
 
Yeah one of my axolotls likes likes to float around too. Usually what they do to float is they go up to the top and gulp up air and I would assume they put it in their lungs. My younger axolotls I have noticed that they don't know how to really use their lungs. It shouldn't be harmful in any way, the only thing I would recommend is maybe putting a fake plant or something for it to hang out on when it's floating.
