Axolotl Shedding or Fungus?

My Axolotl Spudd has white blotches on his skin and I'm not too sure if he's just shedding or if it could be something worse.

here's a photo

it's not very good qualitly but around the edge of his head you can see its a whiter shade

any suggestions would be appreciated thanks

What is the temperature of the aquarium?

Have you tested the water for Ammonia, Nitrite, Nitrate, and pH levels?

woops, sorry

All the tests come up fine and the temperature is 18C
