Axolotl swimming erratically in new tank - all chemicals good

After a few months of tank cycling woes, I finally got my axolotl moved from a 2 gallon tub to a 20 gallon tank on Sunday night. After several good days, he started swimming a bit erratically today. It looks clumsy, gently running into the sides of the tanks and against the plants. He ate well the first two days, but hadn’t eaten the last three.

Tank has substrate, plants, wood, and a PVC pipe hide.
Current chemicals:
pH: 7.6
kH: 6
gH: 12
Nitrite: 0
Ammonia: 0
Nitrate: 15
Tank temp: 66 degrees F

Any tips?
 
An update - he did eat a blanched worm this afternoon and seems to be settling down. I am still troubled by that unusual swimming.
 
sometimes axolotls can just have of days, although axolotls have a fin they are very erratic/poor swimmers.
