Axolotyl won't regrow limbs?

I am new to this world & bought a baby Axolotyl off Craigslist someone who was breeding them about 6 months ago.

She has grown nicely and formed her left side hand and leg after a few weeks but she has never grown them on her right!

There are little stubs which do move but besides that nothing. She is really having a hard time moving around and is always falling to the one side.

Is there anything I can do to promote the other side to grow?

She is by herself in a 10 gallon tank with sand substrate very fine and a few hiding places. Eats bloodworms and earthworms. Temp is cold and there is a small filter. Weekly 10% water changes.
 
Sounds like she had a rough time. Unfortunately after 6 months those limbs still missing May never regrow....I have one with no front legs but at least he is balanced.
It's up to you to judge her quality of life, but I don't think you can prompt those limbs to grow after 6 months....but never say never!
