Last year my male fuzhong courted my female for a good 6 months but to no avail. This year things may be looking better, my female has gain a lot of weight, and it looks as though she is more ready. I've also upgraded them to a bigger set up. Here are some pics:

make sure you have a cooler period in the late autumn to early spring; males come into condition more easily than females. Do fairly frequent water changes with cool water too. If you only got them last year, that may well have affected the breeding season.
They look very healthy, so good luck!
