how do i tell the difference between an oregon newt and a california newt?

"California newts", Taricha torosa, have yellow under their eye, while "oregon newts", Taricha granulosa, have brown under their eye. Location is another key.

i always thought that "california and oregon newt" were commercial names used for any taricha.

"California" is the correct common name for Taricha torosa. "Rough-skinned" is the correct common name for Taricha granulosa. Pet stores are clueless and commonly use the invented name "oregon" and misuse the name "california". Taricha granulosa are more common in the pet trade, so if it is from a pet shop it is more likely a granulosa. See:
