Are you asking "can" in the sense of 'are they are physically able to'? Or are you asking if tadpoles make a good food source? The answer to both is "yes", although there is some concern about disease transmission, since amphibians are likely to share diseases.
While they are an excellent food source, wild ones are too high a risk (plus it´s likely they are from a species that is protected to some degree). If you were to produce your own, captive tadpoles to use as fodder, that would be ok.
