Cloudy water after introduction of sand as substrate

i put sand in my tank the other day prior to this i washed it 5 times through an also boiled it, it would not run clear, its in my tank now and has been for a day an has shown no signs of improvment, i dunno how long my axolotl will last in its make shift tank and also my plants, the couple of leafs from the plants in the tank have gotten a milky substance on them
