Completely aquatic newt still in eft stage!

Anyone ever hear of an eastern newt that’s still in the eft stage go completely aquatic?He hasn’t morphed into the greenish, flat tail adult aquatic he’s still orange. I live in canada so they usually go dormant for winter I thought maybe that’s why but eft’s usually go under rocks or leaves for winter. He rarely comes outta the water which I can’t wrap my head around because I didn’t think eft’s could breathe under water for that long. I’ve researched and researched but can’t seem to get any answers or if anyone has herd of or experienced their eft stage newt going completely aquatic
 
If he is of appropriate size he is likely transitioning to adult stage. I have seen orange eastern newts swimming in forest pools or seepages several inches deep before. Many had just begun developing a more broadened tail or were turning ever so slightly greenish yellow.
