Aw he’s so adorable! I just wanted to mention that to me it does look like he can get impacted by the sand that you have. Just wanted to put that out there, Im so happy that he’s doing better though

I didn’t realize what you meant by shale, I just wouldn’t do small pieces of it, for this could cut your axie. I would get a big slab instead Also i would (if you haven’t already) make sure shale is aquarium safe because I know some rocks can leak different chemicals into the water.

Your sand looks fine enough and I don't think it will cause impaction problems to your axolotl (I've a similar sand for my axolotls).
From my own experience, shale makes problems because it traps poo and it's impossible to clean it.
In a mature aquarium, sand will "digest" poo and the live plants (I suppose they are real) will uptake resulting nitrogen compounds.
That being said, almost all rocks and sands can leak some minerals in the water.
With shale, the most common is sulfur, brought with iron sulfid, but I'm not sure it's a problem.
