Question: Do axolotl gills grow back?

One of my axolotls turned super vicious on my other two and bit both of their tails (not bad its just a little chunk) and bit one of my axolotls gills off on both sides. I know their tails grow back but this is the first time for my other axolotl.

Yes, axolotls are great at regenerating lost bits and pieces, and the gills will grow back.
It would be worth separating the vicious axolotl, either into another tank, or with a tank divider, so that it doesn't bite again.
Is there an obvious reason why this happened - tank size, axolotl size (one bigger than the others), more food required, etc.?
The bitten two will be fine with good water conditions and good care, but keep a close eye on them for any secondary problems such as bacterial or fungal infection. If you can avoid this sort of incident from happening again it will be better for the future progress of your axolotls.

No, not at all. They are fed almost everyday and I have a 40 gallon tank.
 
Axolotls are known to do this sort of thing, especially the juveniles.
 
So what about this? Is it infected or is it growing back? I know my leucistic's tail will grow back but not the wild-type.

Looks like it might be fungus. If it's white and fluffy-looking it's most likely fungus. At least on the wild type-- that's the one I'm seeing most clearly. And out of curiosity why do you think his tail won't grow back?
 
Its not fluffy its just white. It looked like that since day one when he got bit. And the reason why I thought she might not be able to regenerate her tail is because some bone is missing I believe

It is where the damaged tissue is dying off. It often turns white then drops off, then the tail will regenerate
